Preheat oven to 400°F (200°C).
Toss baby potatoes with olive oil, salt, and pepper. Spread on a baking sheet.
Roast for 25-30 minutes, or until potatoes are tender and golden, flipping halfway through.
Prepare the Garlic Sauce:
While the potatoes are roasting, heat a skillet over medium heat.
Add a bit of olive oil (if needed) and sauté minced garlic until fragrant, about 1 minute.
Pour in heavy cream and bring to a simmer. Cook until cream starts to thicken, about 3-5 minutes.
Stir in Parmesan cheese and continue to cook until the sauce is smooth and creamy.
Season with additional salt, pepper, and dried thyme or rosemary if desired.
Combine:
Once the potatoes are roasted, transfer them to the skillet with the garlic sauce. Toss to coat evenly.
Serve:
Garnish with fresh parsley and serve warm.
