Preheat your oven to 425°F (220°C) and line a baking sheet with parchment paper.
In a large bowl, whisk together the flour, baking powder, salt, and baking soda.
Add the cold, cubed butter to the dry mixture. Use a pastry cutter or your fingers to blend until the mixture resembles coarse crumbs.
Pour in the buttermilk and stir until the dough just comes together.
Turn the dough onto a floured surface and gently knead a few times. Flatten it into a rectangle about 1/2 inch thick.
Cut the dough into 12 equal squares. Place a piece of mozzarella cheese in the center of each square, then wrap the dough around the cheese, pinching the edges to seal.
Arrange the dough balls, seam-side down, on the prepared baking sheet. Brush the tops with melted butter and sprinkle with garlic powder.
Bake for 15-18 minutes, or until golden brown and the cheese is melted.
After baking, brush the tops with the remaining melted butter and sprinkle with fresh parsley. Serve warm.
