Directions:
1. In a large pot, heat olive oil over medium heat. Add the beef and cook for 4-5 minutes until browned on all sides. Remove and set aside.
2. In the same pot, add the onion, garlic, carrots, and celery. Sauté for 5-7 minutes until the vegetables are softened.
3. Return the beef to the pot and add the beef broth, diced tomatoes, barley, bay leaves, thyme, salt, and pepper. Bring to a boil.
4. Reduce heat to low, cover, and simmer for 1.5 to 2 hours, or until the beef is tender and the barley is cooked.
5. Remove the bay leaves and adjust seasoning as needed. Garnish with fresh parsley and serve hot.
