In a greased 9×13-inch baking dish, spread the beef mixture evenly over the bottom.
Top with the macaroni and cheese layer, spreading evenly.
Add Cheese Topping: Sprinkle the shredded mozzarella cheese over the top.
Step 4: Bake
Place the casserole in the preheated oven and bake for 20-25 minutes, until the cheese is bubbly and golden on top.
Step 5: Garnish and Serve
Garnish: Sprinkle chopped parsley over the casserole for a pop of color.
Serve: Let the casserole sit for about 5 minutes before serving.
