Grease a 9″ x 9″ square skillet.Melting butter in a saucepan over medium heat.Add the brown sugar and vanilla, stirring occasionally. Add oatmeal. Simmer over low heat 2 to 3 minutes, or until ingredients are well blended. Put half of the mixture in the bottom of the prepared tray. Save the other half to top it off.
Meanwhile, melt chocolate chips and peanut butter in a small heavy saucepan over low heat, stirring constantly, until smooth. Pour the chocolate mixture over the crust in the skillet, spreading evenly with a knife or the back of a spoon.
Layer remaining oat mixture over chocolate layer, pressing lightly.Cover and cool for 2-3 hours or overnight. Keep it at room temperature before cutting it into bars.
